Countries around the world currently view AI as a key factor affecting future national security, national power, and economic prospects. For its part, Taiwan faces challenges such as a declining birth rate and labor shortage. All industries and sectors must leverage AI to enhance value and competitiveness, using AI as a powerful engine to drive economic growth and build next-generation future industries. Through the planning of the Ten AI Initiatives Promotion Plan, an AI development strategy has been shaped to comprehensively upgrade individuals, industries, and the nation, realizing the national vision of Taiwan as a Smart Technology Island.
The Executive Yuan approved the “Ten AI Initiatives Promotion Plan” on January 28, 2026. The plan is being actively implemented by the National Development Council (NDC), the Ministry of Economic Affairs (MOEA), the Ministry of Digital Affairs (MODA), the National Science and Technology Council (NSTC), and other relevant ministries. The strategic directions are outlined as follows:
 

1. Smart Applications

(1) Smart Living for all Citizens: Comprehensive integration of smart transportation, healthcare, buildings, power grids, and resilient disaster prevention, achieving “AI everywhere” to enhance convenience and safety in daily lives.
(2) Smart Applications Across Industries: Assist Small and Medium-sized Enterprises in adopting AI to enhance product value, promote AI-driven transformation and upgrading across various industries.
(3) AI Digital Industry Apex: Establish “Team Taiwan: AI Digital Industry” to support software providers in developing AI services that meet industry needs and are easy to promote. By leveraging niche AI platforms together with existing hardware advantages to enhance international competitiveness and exports.
 

2. Critical Technologies

(1) Global Leadership in Silicon Photonics: Develop advanced silicon technologies  such as Co-packaged optics (CPO), ultra-broadband and low-power components to meet the demands of AI high-speed computing. Establishing world-class silicon photonics technologies and innovative applications.
(2) World-leading Quantum Technology Supply Chain: Establish a national-level experimental platform for quantum. Developing technologies such as qubit chips and post-quantum cryptography, and build a comprehensive quantum industry supply chain that spans technology, components, manufacturing, and applications.
(3) Global Hub for AI Robotics Supply Chain: Establish National-Level R&D Center for AI Robotics to strengthen the development of technologies in decision-making and perceptual control in robotics. Then promote the adoption of smart robots in various sectors such as hospitality, healthcare, logistics, and disaster prevention.
 

3. Digital Foundation

(1) Sovereign AI and Computing Power Infrastructure: Build advanced computing systems and cloud development environment, promote public-private collaboration to expand AI computing capacity, build Taiwan Sovereign AI Training Corpus, and strengthen cybersecurity resilience.
(2) Smart Government and Data Governance: Enhance cross-domain data integration and aggregation, complete regulatory framework, and promote AI applications through high-quality, trustworthy, and user-friendly data, building a human-centered smart government.
(3) The AI Talent Ecosystem Leads the World: Build a foundation for AI education starting from elementary and junior high schools, enable advanced learning at the senior high level, promote interdisciplinary learning in higher education, and cultivate practical talent for industry. Also, enhance AI usage capabilities and literacy among the general public and attract overseas professional talent.
(4) Hundreds of Billions in Funding Drives Innovation: Integrate resources across ministries, with government funding acting as a catalyst to stimulate private investment, and connect with global innovation ecosystems, positioning Taiwan as a key hub in global innovative technology.
